In response to the COVID-19 outbreak the Cabinet Office has recently issued Procurement Policy Notes 01/20 and 02/20.

PPN 01/20 recognises that contracting authorities may need to procure goods / services with extreme urgency. It provides a reminder about options that may be considered in relation to procurements under the PCR 2015 such as direct awards, call offs, competitions with accelerated timescales and extending or modifying a contract during its term.

PPN02/20 is designed to provide relief to suppliers to the public sector who may struggle to meet contractual obligations, maintain financial viability, retain staff and supply chains. Subject to certain safeguards, contracting authorities are advised to take immediate steps to pay suppliers as a matter of urgency and provide relief to ensure service continuity during and after the COVID-19 outbreak. It also contains other practical considerations.
