Tom is a Regulatory Partner.
Tom advises companies, directors and individuals on a wide range of regulatory and criminal matters. He supports clients through every stage of the regulatory process, from compliance and risk management advice to enforcement action, investigations and prosecutions.
Tom’s work spans a broad range of sectors and regulatory regimes, including corporate manslaughter, environmental and waste compliance, healthcare regulation, health and safety, fire safety, food safety, labelling and product safety. He acts for businesses of all sizes, from owner-managed companies to large national organisations, helping them navigate complex regulatory frameworks and respond effectively when incidents occur.
Tom has also spent several years with the Health and Safety Executive (HSE), initially as an Inspector and later as a Prosecutor. This experience gave me first-hand insight into how regulators investigate incidents, make enforcement decisions and conduct prosecutions.
Examples of Tom’s work include:
- Securing the withdrawal of an Enforcement Notice issued under the Regulatory Reform (Fire Safety) Order 2005 following pre-appeal representations to the Fire Authority.
- Advising companies and directors facing investigations by the Police and HSE following fatal workplace incidents, providing strategic support throughout the investigation and enforcement process.
- Successfully representing a company in connection with an HSE prosecution arising from a fatal accident, resulting in the charge being withdrawn.
