Bio
Rebecca is a Planning & Environment Associate.
Rebecca advises property developers, land promoters and corporate, group and private landowners on a broad range of contentious and non-contentious planning matters.
Rebecca drafts, reviews, negotiates and advises on planning obligations, highways agreements, rights of way issues and planning objections – including working with local authorities, third parties, consultants and other stakeholders to progress matters efficiently, resolve issues pragmatically and protect clients’ commercial and development objectives. She also ensures that obligations are clearly documented, commercially workable and capable of supporting the client’s intentions.
Rebecca assists with planning appeals, public inquiries, judicial review proceedings and other High Court challenges, including supporting the preparation of documentation, liaising with Counsel, the Court and expert witnesses and helping to coordinate evidence, submissions and related documents.
She carries out planning due diligence by investigating the planning history of commercial and residential properties and development sites for corporate, commercial and residential transactions.
Examples of Rebecca’s work include:
- Advising a developer on the negotiation and completion of a deed of variation to an existing Section 106 agreement alongside completion of a new Section 106 agreement to amend obligations relating to the delivery of on-site affordable housing and the location of an on-site shop. This helped ensure that the development could continue in a viable manner while satisfying the local authority’s planning requirements and supporting the developer’s commercial objectives.
- Advising a retail company on a Section 106 agreement required to secure planning permission for a new outlet, including assisting with the negotiation of a biodiversity net gain allocation agreement so the company could satisfy the relevant planning requirements and progress the development.
