Carl is a Partner in the Planning team.

Carl is a Chartered Town Planner (Member of the Royal Town Planning Institute). As a planning expert, he works with real estate developers, national house builders, home-owners and banks on projects from single dwellings to housing estates, retail, commercial and leisure developments.

From the preparation and submission of planning applications, management of the planning process, submission of planning appeals and dealing with listed building issues, his advice spans the full range of planning matters.  He prepares planning statements, design and access statements, feasibility studies, land disposal strategies and local plan representations.

If an application goes to appeal, he manages the appeal process including the appointment of counsel and acting as expert witness.  Carl regularly appears as an expert witness at contentious public inquiries and hearings for significant housing developments.

Carl is chair of the planning committee of the North Staffordshire Chamber of Commerce and sits on the British Chamber of Commerce's expert group on planning.

Recent examples of how he has supported clients include:

  • securing full permission at a 2019 Inquiry for 227 dwellings for Barrett Homes;
  • successfully presenting bet365’s case to the Local Authority to locate the company’s new headquarters
    office outside the city centre; and
  • working alongside Foster + Partners Architects, securing full planning permission in 2019 for a modern country estate in Cheshire, which was the first planning permission granted by the local planning authority under the NPPF exception criterion for design judged to be of “exceptional quality”.
